The issue with Google Cloud SQL has been resolved for all affected projects as of Friday, 2023-03-24 05:18 US/Pacific.

Summary: Some Google Cloud SQL customers are not able to connect to database using IAM authentication
Description: Mitigation work is currently underway by our engineering team.
The mitigation is expected to complete by Friday, 2023-03-24 06:00 US/Pacific.
We will provide more information by Friday, 2023-03-24 06:00 US/Pacific.
Diagnosis: IAM database authentication is failing with "Failed to validate access token" when the customers try to connect to their database.
Workaround: Customers may try other ways of connecting to the database.
